His father, Count Reventlow, was, and he wanted the car to induce Lance's half-brother "Dickie" to return to the U.S. from a trip in Europe. So he asked Lance, who knew cars, to choose something Dickie might really like, and CSX 2 0 3 2 is what Lance ordered up, with as many options on it as one could possibly imagine for a fun-car. But the gambit did not work, and Dickie remained in Europe, partying, much to his family's disapproval. The Cobra was never used by Lance - contrary to the ramblings of one malcontent who seems hell-bent on altering history - and was sold once it was clear Dickie didn't want the car.
