It's probably anodizing which can be stripped off with oven cleaner or a product Eastwood sells. However, I'm not sure aluminum can be chrome plated - I think the process revolves around the properties of ferrous metal - not 100% sure. But yes, the anodizing finish would have to come off. Probably easier to carefully polish and clear coat.
