Any brake pad that is riveted to the backing plate can be relined. In the old days every shop had an arbor press for setting the rivets that held the shoe to the backing plate and you could commonly purchase just shoes to re-attach to your existing backing plates.

Just find a decent clutch and brake supplier, very common in most mid to large size towns.
