It depends on whether you're using bolt on or pin drive wheels. Pin drive wheels lose engagement on the pins and the spinner nut so you are pretty limited to minor adjustment for tie rod clearance to 1/4" or less.
With bolt on wheels it is standard practice to adjust race car wheel offsets with long wheel studs and spacers. You must have good quality high tensile wheel studs and nuts and good parallel spacers.
