You can also search "SB100" on this site and get more information than you can swallow.

From what I've heard that since 2008 (the downturn) SB100 numbers are available almost through the whole year. They use to be depleted by the second day in January, but that was when the economy was rolling.

The SB100 is an exemption for the smog requirement.

Once you get the paper work completed it is painless, as long as your paper work is in order.

If I were looking to buy I would be looking at California cars with an SB100 number already assigned.
