pgermond's answer on the last line is the smart one if its an option for you. Many will tell you to go buy a car that is already registered with SB100 in CA. There is a good reason for it. This can be a pain in the arse if any step in the process goes sideways on you. Next easiest is to build your own as you will have all the paperwork. Last, is buying an out of state car. It's a crapshoot some times on the prebuilt cars. If you are willing to take the time to do the research and willing to assume some risk of bringing in a pre-built car in from out of state, be aware there is no guarantee that CA-DMV will allow you to register the car as a special construction, and no guarantee the BAR will provide you with an exemption from smog. Be aware, not all make it through. I know of a few cases where it took extra insurance bonds and a year or more of fighting the case to get it registered. Not all, but a few.

Starting a build from scratch and building it as a special construction car follows a different set of guidelines versus a pre-built car that was already built and already registered out of state as a 1967. This is a red flag to DMV. Worst case, you will have to prove the car is a hand built constructed car with all the receipts for the parts. If you have the receipts, expect to show them to DMV to assess value and the BAR too. It can be frustrating for some folks depending on how prepared your are with paperwork and receipts, and historical details. Being it's from out of state, the CA Highway Patrol will need to inspect the car for sure. They will likely look at the receipts to make sure the parts are not stolen. If you buy the car from someone else pre-built, and don't have the receipts for most of the major parts, expect nothing with no guarantees of getting the car registered.
