Default Title Registration issue - Need some help!

Tx DMV is saying they cannot title my Backdraft due to the manufacturer "is not NHTSA approved"

Here's the backstory.
Back on July 10th I went to the Collin County tax office in Frisco to register the car. (as a 65 replica) Everything went smooth. They issued a window sticker, set up my custom plate application, issued a paper plate, and took my payment. I had also had the safety inspection done at the DMV waiver office in Plano.

I get a call from the Frisco tax office saying to come pick up all your original paperwork and go to the regional DOT office in Carrollton and work it out.

Before I go to Carrollton, can anyone tell me if they have run into this before and offer any advice. I am guessing someone in the title department is not familiar with kit cars and we will be able to work this out. I want to get this done in one trip, so if you can give me any guidance, I would appreciate it.

PS; I tried to explain to them (Frisco, tax office) there are numerous Backdrafts, FFR's, Superformance, etc cars already registered in TX, but it's out of their hands.
