The issue is the date of registration for a new ICV is the day it was registered (i.e. today), but the engine could be sourced from an older car. If the date of registration of your ICV was mid 90's, and you then want to fit a newer engine, you need to comply with the newer engine emissions requirements. If you want to fit an old engine (say an old side oiler) it needs to comply with the data of registration of the chassis, so it would have to comply with mid 90's emissions.
Its not too complicated, just keep in mind that you aren't allowed to go backwards with your emissions compliance.
Happy to look over the paperwork for this one too, as a single owner car it helps because most original owners are quite meticulous about their paperwork.
