The answer is yes. But, a couple of subjects crossed here. First, your lead hammer should be 6 lbs and not just any lead hammer. Second, a road-force balance would be best. Third, instead of lots of weights you should rotate your tire on your wheel so it needs the least number of weights. Most any shop can do it. Just needs attention and patience. Finally, if you buy cheap tires they may never be perfectly round.
