I can't recall that situation having arisen in the past. Young children usually travel with their parents, and I wouldn't make the offer to one if another in the group was an obvious problem. But, I don't have trouble telling people things they don't want to hear. So, I'd likely turn away the unruly child with something vague like, "That's all for now." If the child's parent challenged me, I'd just say, "It's my car and I decide who gets to sit in it."
