David, I would say the fan is the problem. I have checked the perma cool fans and they usually put out about 1/2 of what they state. I use the Griffin 2 row rad with a 16" Spal puller. The Spal fan is the best I have ever found and will move twice the air of any other. It will cool up to about 450hp. If you have more hp than that they make a dual 11" fan which should cool just about anything. I have a friend locally that has a pro-street Cuda with an 800hp blower engine and we used the dual 11" and Griffin and he has no problems cooling. I've been using the Spal fans for many years and they work great. You will need to use your 30amp relay circuit because they can draw as much as 22 amps.
