California Special Construction will pass directly in to NH Motor Vehicles as a 1996. You cannot fiddle with a California title.

Of course with that said, since the car is over 15 years old, technically it does not need anything but a notarized NH "Bill of Sale", at which point if the seller is willing, you could essentially "fill in the blanks". The tricky part again is the California issued title which you still have to use for the VIN that was assigned to the vehicle by them......The rest is strictly up to you.
