A lot of the choice boils down to the engine torque and the torque curve. The engine must be comfortable at "lawful" highway speeds, and the driver must be comfortable with shifting down for a little extra push when necessary. A mild 390 might work where a tweaked 454 might be unhappy with the same gearing.
