What a pain. If you have really bad spots, grab some dolphin glaze and try that. It's a 2pack skimming putty that is really fine and self levelling. Goes on primer and sands easy like plaster.

Be careful not to use primer in large holes as it may shrink over the next 6 months and you will see it in the finish.

I would use spot putty or dolphin glaze.
