Yep. Inspect the ground cable from the battery negative terminal over to the passenger side head, or wherever your black cable terminates. Take it apart, look at it, wiggle it in your hands, clean it up, and put it back together. Usually a starter is pretty well grounded just by being bolted up to the engine.
