Default HELP - MA registration issues

Looking for some guidance here. I just purchase a 2009 ERA (744) that was turn-key built. I am the second owner. It was originally titled, registered and inspected in NH in 2009 and has a NH VIN assigned to it.

I was able to register the car in MA, and I brought it to a MA Inspection station and they tell me I have to go through "MAC", even though it is not "new". I talked to a guy at a local MAC center and he says I can't get it inspected until I show all the receipts and can prove that the engine and drivetrain are from a pre-emissions control car, i.e. have "traceable" serial numbers.

Can this be right??? Any help would be greatly appreciated.
