When you say "rough" are you speaking of orange peel or surface roughness. If it's orange peel it may have some overspray or other contaminants on it that will clean up with detailer clay. It shouldn't be a problem carefully wet sanding with some 2500 on a pad and re-polishing/buffing but no one except the painter knows how much clear is really on the car so there is always a risk of breaking through through which would mean re-painting.
