I had that on my tires also. It is the UV protection in the tire coming tot he top of the rubber. Some cleaners and "protectants" make it a lot worse. The more you use, the tougher it becomes to remove it.

I bought tire cleaner and scrubbed the heck out of them. You cannot get real strong stuff or again, it will continue to pull the UV protectant out. I use Chemical Guys. It has been on the tire for almost 2 years now and you can just rinse the dirt off and the tires look like new.
