Agreed, shocks have no effect upon spring rates, but they DO affect the rate at which the suspension will compress or rebound. A firm shock will provide greater resistance to these motions than a softer shock and, in some cases, that may be enough.

In this case, however, two fingers clearance seems tight to me. If it were my car I'd be looking at: a) increasing the ride height; b) lowering the tire height; c) firmer springs; or d) some combination of these.
