Depends on what you're planning to do with it. You plan for a fun street car with about 400hp. That's not a very tall order. You don't need to spend cubic dollars to obtain that. A standard crate motor from just about anywhere will accomplish that within a reasonable budget.
If you're planning on racing, though, that's a different story. If you want a solid reliable engine that you can beat on season after season, you need to spend cubic dollars. Speed costs money.........
