I've worked with JB weld a lot( I break a lot of stuff ) and find that it doesn't stick really well to a really smooth surface...should have a rough sanded finish to stick well...I'd tape off the area around the weld and use a very sharp chisel with the bevel down...that way if you slip you are less likely to go through the tape and gouge the paint and a lot more control than a razor...you might get lucky and it may just pop off...get down to where you can use krausewich's suggestion.
