The impact fees are unreal. We looked briefly in St. George but our builder told us to not even think about it. Impact fees are $200,000-$300,000. I guess we will keep looking in northern Utah. Sigh.

Well, I can certainly relate as a builder. It's the same with water.
If you want to build a big building or housing development somewhere remote like, let's say Coachella Valley out by Palm Springs you get pounced upon to pay for all upgrades to the infrastructure and all services from someplace unknown to your desired location. BUT, that's not just for you. That's to supply the whole new area you just picked and for future development. And when you are done, you pay up sucker or no water.
These particular folks were actually raided years ago by the FBI for racketeering..
As far as power, same drill in many locations. You come in with a requirement for a bunch of power, they lick their chops. I actually had a client that was charged for a sub station just for his facility. And he was bringing a ton of jobs and tax money to the area.
