It is unlikely that you will have been given accurate advice about the compliance aspects on that call.

I am aware of VicRoads requiring a cobra owner to fit a late model efi engine in place of the existing carby engine the car was purchased with (from interstate) - because the date of manufacture did not align with the engine installed (updating the induction was not sufficient). This was after a number of years of rego in Vic.

There are many levels of complication and an ad-hoc call to a customer service at VicRoads will not resolve them.
