Matching paint from a photograph is hopeless. No two cameras will see the same color, and lighting conditions change (flash or not?) enough to make it worthless. Is the scan coming from a screen or a print? Is your printer calibrated? Your eyes will compensate, but an indiscriminate measuring device will not compensate for those differences.
What you should get is a sample from the live vehicle. Do it like you do when you match a wall paint - scrape a little off from some place you can't see or take the car to the body shop.
