Safir
licenses SPF, so they can make a 'legal' GT40. It is not Safir's product, though.
SAI doesn't license HiTech to make a Cobra. They use HiTech as a supplier, where they take the roller and 'bless' it themselves.
Safir could do the same but they don't.
If SAI wanted
less to do with Cobras, they could do what Safir does.
