It looks to me that the 5.50 dimension is not directly related to section height, though it's a better match there than any other dimension.

9.75 probably represents the section width, not the tread width.

A current 6.00-15 G7 Blue Streak is listed as follows:
6.00-15: Diameter: 25.5" SW/Rim: 10.6"/8.0" Rim: 6.5"-10.0" Tread Width: 8.4"
