Chris, Why would you modify the motor before putting the car through emissions testing? Your best bet would have been to leave it stock till you got over all the hurdles.
An LSA cam might not be the best choice either. The LSA motor is supercharged and a blown motor usually has quite a different profile to a naturally aspirated motor. Supercharged motors are often run more exhaust duration to help empty the cylinders. Filling them is no problem as the mixture is forced in. There is no guarantee the motor will pass emissions with that cam.
Find the stock cam and run with that.
