Default New Federal Bill Allows Repo Vintage Car Production

I'm lazy so asking if anyone has followed this to understand exactly what it means to our little corner of the world, if anything. Seems the replica manufacturers can now offer their cars with the complete engine package as well, or turnkey as we say. I'm a bit confused on how the bill might eliminate the state requirement for emissions testing but keeps the federal requirement for emissions.....or something like that. Here is the language in a press release that brings up the question. Interesting stuff, if all is as it seems, might spawn a bit of a new cottage industry of replicas or certainly give the current guys something to do.

"After certification from the National Highway Traffic Safety Administration and Environmental Protection Agency, these vehicles don't have to meet crash safety standards or state pollution tests, but they do need to pass current federal emissions rules."
