As for who produced the car,


Classics Roadsters or Excalibur, as those are the only two manufacturers who used that center latch combination for their hoods.

However, my vote (the VIN is no help as it was made up at time of title process) is that it is an Excalibur

Look at the reverse lights, rear bulkhead behind the seats, shape of the body, dash, seats, trunk latches, fuel filler location, rear lighting setup, and a few others "tells"
