You might inspect around cut openings in the body - louvers, headlight buckets to get an idea but I don't know how you would measure it in mils. There are no guarantees but usually I would think you could lightly wet sand and polish it. But trying an aggressive polish with an orbital first to see if that will handle it is a good idea. When trying to bring back a paint job of unknown thickness, they usually start with a less aggressive process first and only get more aggressive if that can't solve the issue.
