Hey Dave, I have just pieced together a 427W Clevor set up myself using a standard late model '97 351W roller block and Dot 4 Cast 4V closed chamber heads etc.. I had to use custom forged pistons to allow for the canted valves and to get the compression height of the piston to suit the 6.2" long rods with a 4.1" stroke crank. It took a bit of sorting but as I mentioned the std 351W block will get you to 427cubes and they are good for 650hp all day. What you will need to get with the CHI heads is an external thermostat block mount that runs 5/8" hoses from the front of the CHI heads to the thermostat housing - CHI sell these also. Custom inlet manifold only as you mentioned as Edelbrock make a non EFI manifold for this set up but you will need EFI for emissions.
That said how do you get something like that through emissions in W.A. Are they more relaxed on it than in other states or will this be a club rego thing where emissions are negated by virtue of the club rego system?
P.S. just remembered that if you do use a std block you will need to make some releif points on the bottom of the piston skirts for rod clearance - pre-assembly is a must IMHO.
