Holley vacuum secondary carbs are supposed to work without a noticeable power surge from primaries to secondaries to prevent bogging.
I have dual carbs, it had the progressive linkage and I didnt like it, had it switched so both operate from idle, I find it much smoother, it got rid of the "jump" when the second carb in the progressive setup would kick in
