You'll have to use the engine date code - VIN stamping was not required until the 1968 model year, and your engine was produced the previous year. Ford did partially stamp some engines prior to that, but it sounds like it was pretty inconsistent - so no guarantee yours would have been stamped. Check for stamping on a pad on the block just under the back of the driver's side cylinder head - just in case.

If your state won't accept the lack of a VIN or engine S/N, I guess you'll just have to give it away. LOL
