Based upon what I see in your video (
https://www.youtube.com/watch?v=JTcaeBe7fAg ) it appears you have lots of room to install an electric puller. You could pull the shroud, install the fan, and re-install the shroud. You'd have the cooling you need for crawling in traffic and the mechanical fan to keep air moving through the engine compartment at all times.
