Default Electrical Issue

Just as the weather has started to get cooler here in Houston, my car will not start. My Superformance is a 2007

I took it out for a nice long drive a week ago, turned it off when I got back home. Started it back up a minute later to move it, and it will not start.

My friends and I tried to diagnosis the problem last weekend without any luck.

I have 12.5V at the battery, starter, alternator and the leads into the solenoid on the firewall. Nothing happens when I turn the key, try to turn on the lights, fan, or use the horn, so it feels like there isn't power to the main fuses.

All of the fuses are intact. According to your wiring diagram I have, fuse slots 1 and 3 (pics 2 & 3) (far left box are supposed to be hot, but are not). In Picture #1, the green bundle in the middle with the buzzer are also supposed to be hot, but isn't. The red bundle below the green bundle does have power.

The wire at the very top left of the panel (pic #3) we believe is supposed to be the ballast resistor. It looks like the wire snapped from one of the leads. Is this the cause of my problem? Does anyone know what part this is, and if broken, where to get a replacement? Attached pictures of it in car, pulled out and up close with the parts written on it.

I want my baby back up and running.

Any help or suggestions would be appreciated!
