The part with the broken lead is a 10v stabilizer that supplies a constant 10v to one or more of your gauges. With the lead broken, some of your gauges will not work but it should not prevent the car from starting.

I would check the ignition switch to make sure when you turn the key to start that the start terminal has power. If not, it is the switch. If so, then you need to trace it on down the line to the starter solenoid.
