Based on the picture it appears to be a damaged Cobra production period part. To tell any more would take close up side by side comparison with a known 1963-64 original but it is probably an old production part. Very rare. It looks like some of the boss for the clips is missing or perhaps just hidden by whatever is glued on?
For other readers out there, looking old is not a good gauge of originality of anything Shelby or Cobra related because reproductions of just about all emblems and tags was underway very early in the 1970s.
