Assuming you have a pretty much stock 428 CJ, I've found 12 degrees initial advance and 24 centrifugal to work pretty well for the engines in my assortment of cars with a vacuum advance distributor. I believe from memory that when I had Tim O'Connor restore the 427 dual point (no Vacuum advance) distributor for my ERA, he either found it at - or modified it to - 20 degrees centrifugal advance. So I run around 16 degrees initial. Without vacuum advance this works pretty well. The engine turns over and starts fine and the additional initial advance compensates partly for the lack of vacuum advance at idle. Tim is a good source if you want a professional rebuild of your stock distributor and custom advance built in.
This is my experience. No one, single, correct answer to this question.
