Default Hydraulic Emrgency Brake problem

I just replace a master cylinder in my Tilton brakes setup. While driving today, I noticed the rear wheels were hot. Jacked up the rear and removed the tires to check spin on rear axle. It spins, just not a freely as I believe it should. Considered that the hydraulic emergency brake might be the problem, so I set it. Now I can't get it to release.

1. How do you release the hydraulic emergency brake?
2. Could it be partially engaged and compressing the calipers.
3. If so, what can I do?

The weather is to nice to have a beautiful car sitting in the garage.
