I have a 429 block and heads with a 460 crank that works great, but it is heavy. What condition is the engine in? You can expect to pay at least $3000 for a basic rebuild, more if you need new pistons/rods...
$2800 for a strong engine sounds like a good price, high for a tired engine.
The other advantage with a 429 is that they stopped building them early ('72 I think) which could help with registration/emission problems.
I don't know about the SCJ, but a basic 429 is the same block as a 460.
Don't know about the block alone.
