That's what it looks like to me. The tag is attached to a frame / chassis member, while the aluminum plate has a cutout so the tag remains visible.

OTOH, it looks like the two upper rivets were installed AFTER the aluminum panel was installed, as the heads appear to be on top of the panel. Hmmm.... It might not be nefarious, as it would be easy to drill out the old rivets, install the panel, then re-install the rivets.

A photo from further back to provide context would be helpful.
