The discrepancy in front end clearance from top of tire to fender may also be due to how the car is driven. A car that is raced or tracked hard will need more clearance between the top of the tire and the fender as there is a lot of compression in hard corners under speed. A car that is driven just on the road does not need that much clearance as it will not experience the same amount of body roll and compression when cornering.
