As far as paying for the SB100 let me give you a similar example.
You're selling your house. Buyer says he'll buy it if you pay for 10000 of upgrades. Are you going to do it? Probably not. Why? Because the buyer could change his mind. As a broker, the best arrangement I could ever get between the two parties was an allowance in escrow. Most wouldn't even do that - buy it as is and do the upgrades yourself if and when you want.
An SB100 is NOT expensive, but it is time consuming. SB100's are no longer hard to get. There are plenty left every year. So it shouldn't be a concern that you can get one. It's just the time it takes to get it.
