If it's Mustang II somebody has changed the UCA adjusting mechanism. OEM MII adjust via two vertical bolts in the bar that connects the pivot points of the UCA. That's not visible in the photo shown.

As pointed out by joyridin'. it looks like they're using U-shaped shims that are inserted between the pivot bar and the frame / chassis. Loosen the bolts, insert or remove a shim, tighten and check. That's the same basic mechanism to adjust caster and camber on my old 1956 Ford.
