So i started out the process, exactly as it was recommended and with the right forms for a SPNC registration and to get a SB100 number assigned.

Guess what... I didn't get a SB100 number. Instead they want me to do the VIN check with CHP first and then come back to the DMV. As recommended though- the CHP would assign the SB100 to the VIN, right?

Next thing I'm confused about is BAR.
A) I got this engine from a junkyard in Texas. How can I find out they will accept that engine for CA?
B) They check emissions based on the date the engine was build, means with those emission standards. How can I get it through there without CAT's then?

(I guess that also means I have to leave EVAP in for that reason)
