Only the DMV in Sacramento assigns SB100 Sequence Numbers, not the CHP or the BAR. However you need the SB100 Sequence Number before you go to the BAR, so that you are eligible for Smog Exemption. The Smog Equipment requirements will be based upon the model year that your Cobra replicates - typically 1965. So you will need the smog equipment that one would have found on a new 1965 Ford - typically this is a PCV and a filtered valve cover breather. The year of the engine makes no difference. With regards to the source of your engine, be sure you have complete documentation for both the CHP (to check for stolen parts) and BAR (to check that you purchased it separate from your unfinished Cobra).
