The biggest contributor to the noise is the cam lobe shape. A lifter in and of itself is not noisy, but if you have a quick cam lobe that is shocking the valves open and slamming them shut will not be quiet.
Most hydraulic rollers will have a bit of a sewing machine sound and it will go up from there to downright annoying.
