Any specialty insurer should know what to look for, whether it be Billboards, missing seat belts, etc. And in performing their own due diligence, they would deny coverage. Also, in many cases the tires may not be a contributing factor to any accident (i.e. someone runs a red light and you're T-boned...the accident is unavoidable). As with most things in life, it depends.
