I do my final adjustment after the brakes are broken in. I find a safe place to do an emergency stop from about 30-35 MPH. My goal is to press the brakes hard enough to lock up which ever tires skid first. It can help to have an observer watch from the outside. The goal is to have the front tires skid just before the rears. So if the rears lock up first, adjust the bias to put more pressure to the front until they lock up first. If the fronts lock up first, adjust the bias to the rear until they lock up first. Then adjust the bias back to the front just so they lock up first.
