Brian,

If the car has already been titled in another state, Vermont will take the existing title and VIN at face value. If you are doing a first title and registration from a MSO, then VT is a very friendly and easy state to get this accomplished. Just call the DMV and have them send you the packet for the initial paperwork and follow it to the letter. Don't over think it and then get yourself wound up, forget about what one state or another outside of yours will do down the road.

PS: if the car is already titled, remember, the VIN is now in a national database, not just a state database. In other words, be wary of anyone who attempts to talk you in to VIN tampering.
